A responsible person inside the Union
Under the General Product Safety Regulation a product cannot be placed on the EU market unless an economic operator established in the Union answers for the tasks in Article 4(3) of Regulation (EU) 2019/1020: documentation kept available, information and cooperation for the authorities, a report when a product presents a risk (source: EUR-Lex, Regulation (EU) 2023/988, Article 16, September 2026).

One VAT path, decided early
The Union One Stop Shop covers intra-Community distance sales: one registration, and a return that does not replace the national one. The EUR 10,000 threshold is only for a supplier established in a single member state, so a UK brand does not get it (source: European Commission, VAT One Stop Shop, September 2026). Stock stored abroad usually means a local VAT registration on top.

EPR is per country and per stream
In Germany a producer registers in the LUCID Packaging Register, and where the packaging is subject to system participation, also signs a system participation agreement and reports volumes (source: Verpackungsregister, September 2026). In France, ADEME issues a unique identifier per EPR stream, and a marketplace becomes the producer if it sells for entities without a valid one (source: ADEME, September 2026).
